Mr. Davis Laporte

Mr. Laporte joined SPF in July 2019, having 10 years of public sector work experience in the finance and investment fields. His professional career began in 2009 as an Economist at the Central Bank of Seychelles. In 2014, he assumed an analyst position within financial markets division of the same institution, and was subsequently promoted in 2016 to lead the financial and risk analysis team until June 2019, before joining SPF.
He holds a Bachelor’s degree from The University of Manchester, UK and a Master’s degree with distinction from The University of Adelaide, Australia, both with majors in Finance and Economics. As a financial market practitioner, in 2016/2017 he became a fellow/alumni of the IFC (World Bank)/Milken Institute Capital Markets Program, with a postgraduate certificate from the George Washington University, USA. The same year he also embraced the challenge to become a part-time lecturer at the University of Seychelles, where he is actively sharing his professional knowledge.
To extend his academic profile, he successfully obtained the Certified Anti-Money Laundering (CAMS) designation in 2019. Mr. Laporte is very passionate about the capital markets and appreciates SPF’s contributions towards its development in Seychelles.

Mr. Jeffrey Moses

Mr. Jeffrey Moses has held a number of Senior Management positions in the Seychelles Pension Fund over the years. He is one of the founding member staff of the Seychelles Pension Fund, having spent twenty years working in the field and experiencing first-hand the development of the pension system in the country. He has also helped pioneer the modernisation of the current pension fund.
Mr. Moses holds a Diploma in Business Studies and Accounting from Seychelles Polytechnic and a Diploma in Accounting and Business from Association of Chartered Certified Accountant (ACCA). He also holds a Master of Business Administration (MBA) from the University of Lincoln in the United Kingdom.
As the Chief Pension Administration, he is responsible for the core functions (collection of contributions and payment of pensions) of the SPF and oversees the Pension Division which comprises the Contribution, Processing, Benefits, Customer Relations and the Praslin-La Digue Section.
Mr. Moses commenced his career in SPF formerly known as the ‘Seychelles Pension Scheme’ in May 1999. Initially he worked in the Accounts section and also processed benefit claims. He held a number of positions in the organisation and following the reform of the pension system and the introduction of the Seychelles Pension Fund in 2006, Mr. Moses was appointed as head of the Benefit section; a core section which administers payment of monthly pensions to eligible members and also provide advisory services. Thereafter, following internal restructuring in January 2018, he was promoted to the Chief Officer level for the Pension division where he worked closely with the previous General Manager.
In his career he has been exposed to numerous international experience in the pension administration field and undertook various work attachments worldwide. Mr. Moses is amongst the longest serving staff of the SPF and brings a wealth of knowledge and expertise to the organisation.

Ms. Evelina Antha

Ms. Evelina Antha holds a Bachelor’s degree in Accounting and Finance obtained from the University of Manchester, UK in 2007 as well as a Master’s degree in Investment and Finance with the University of Nottingham, UK in 2011.
Ms. Antha started work in 2007 at the Seychelles Pension Fund (SPF) and spent a total of 10 years at the Fund. She occupied the post of Investment Manager and was later promoted to Chief Investment Officer at the Fund. She was appointed to the post of Chief Executive Officer (CEO) of the Property Management Corporation (PMC) in 2018 a post she held until the end of her contract in 2021. Ms. Antha was later employed as a lecturer/AAT Coordinator with SBSA from July 2021 to November 2022.
Ms. Antha is a serious and hard-working individual who has always been willing to go the extra mile to get the job done. She is known to provide her help and support to others and share knowledge with her colleagues.
In recognition of the support that she has received from SPF in the development of her professional career, Ms. Antha returned to SPF in November 2022 to assist in the next phase of growth of the Fund.

Appointed in April 2022, Ms Chang-Lam heads the Internal Audit Function to provide independent, objective assurance and consulting activities to improve the Fund’s operations, in line with the approved Internal Audit Charter and the Institute of Internal Auditors standards. Ms Chang-Lam’s background is in auditing (external and internal audit), with approximately 14 years of experience. She is a Fellow member of the Association of Chartered Certified Accountants and a member of the Institute of Internal Auditors. She also holds a Master’s degree in Business Administration and a Bachelor’s degree in Applied Accounting from Oxford Brookes University.

Mr. Mondon joined SPF since April 1993 and has hold different post in the Finance section. He is currently assuming the post of Finance Manager since April 2017. Mr. Etienne joined the SPF in 1998 in the Compliance Monitoring Management Section which has enabled him to establish a communication network with employers and employees in a role which oversees an enforcement programme to ensure the payment of employers and employees’ mandatory contributions and compliance with the Seychelles Pension Fund Act. Mr. Etienne was subsequently promoted to Assistant Compliance Manager in 2015.
In July 2017 Mr. Etienne was promoted to the role of Customer Relations Manager. His responsibility is to assist with customer enquiries and handling complaints. Additional to that Mr. Etienne oversees the updating of members records and ensure nomination forms are update,

Ms. Pool joined the SPF in 2007 as Compliance Officer. In 2009 moved to Property Section as Property Manager officer and after Promoted to Assistant Property Manager. She is currently in her 12 years with SPF. On January 2019 Ms. Pool was promoted to the role of Compliance & Monitoring Manager.
